The Program Manager will assist and work under the day-to-day supervision of the Country Representative, with technical support and strategic oversight from Wash and Shelter, and Child Protection and Education Advisors, and other technical advisors of Tdh (if applicable). He/She is responsible for the direct definition, implementation and supervision of Tdh’s programming in Syria and the development of the programmatic aspects of the mission.

He/she is responsible for ensuring that projects are implemented in accordance with contractually agreed objectives, scope, durations, budgets and donor compliance obligations. When there are significant challenges to the implementation or if there is a need for modifications, he/she is required to report the issue to his/her line manager for handling. He/she works in perfect harmony with the multi-sectoral strategy of the project and the programmatic strategy of Tdh Syria as defined for the areas of intervention. It works in close coordination with governmental and non-governmental agencies, with the cluster system, to develop, monitor and guide multi-sectoral response projects. The Program Manager will also be responsible for managing capacity building activities.

He/she also acts as the technical lead for all basic needs response activities in his/her accountability projects, with the support of relevant technical coordinators and/or advisors.

In addition to project management and technical oversight, he/she should lead relevant needs assessments and provide insights for project design and implementation at the proposal and strategy level, as well as support for fundraising, recruitment and supply, liaison and liaison with other sectors in general and child protection/education, WASH/shelter and health. In addition, he/she oversees the monitoring and evaluation of emergency response activities and supports coordination with relevant clusters and working groups, and more specifically with our local partners.

Main responsibilities:

1. Program management:

  • Develops, implements and monitors basic needs and response projects, in line with multiple objectives, activities and targets outlined in current donor proposals and in line with project budgets.

  • Ensures that activities are properly monitored and evaluated and modified according to the needs and context of the population.
  • Conducts initial and regular impact assessments of projects and activities.
  • Forecast and track project expenses.
  • Participate in budget review exercises.
  • Prepares purchase requisitions in a timely manner based on project needs.
  • Supports actions required by the administration related to the management and supervision of the team.
  • Identifies logistical and administrative support needs related to the project and communicates them to the Country Representative and the relevant logistical/administrative support person.
  • Ensure that appropriate channels and processes are implemented to comply with the principles of accountability to affected populations

2. Hierarchical management and human resources management:

  • Daily supervision of field teams,
  • Participates in recruiting the team and reviewing job descriptions
  • Ensures that the whole team has a clear understanding of Tdh CP’s mandate and the scope of the project in the areas of intervention
  • Leads and manages staff, encourages effective teamwork, and provides supervision and guidance, including regular and constructive feedback.
  • Reports incidents and difficulties encountered with any staff member to the Country Representative.
  • Organizes and leads weekly team meetings and provides weekly program update to relevant people

3. Technical skills

  • Implement projects focused on humanitarian response and early recovery
  • Coordination of multi-sectoral response (child protection, WASH and health sector)
  • Design of capacity building tools and methodologies for local partners
  • Project cycle management

4. Project strategy and planning

  • In collaboration with Tdh’s CP/Education and WASH/Health Advisors, participates in the design of strategies and objectives for better support for beneficiaries and actively contributes to its monitoring, evaluation and revision
  • Participates in multi-sector needs assessments.
  • Proposes new activities and assesses response methods, based on assessed needs.
  • Organize team meetings, start workshops and project reviews with the participation of team members and partners

5. Reports

  • Provides compiled meeting minutes to country representative
  • Ensures monthly PFUs are updated
  • Contribute to project progress reporting
  • Develop project reports based on donor requirements

6. Security

  • Complies with Tdh safety rules.
  • Reports any safety/security incidents and/or risks to the country representative
  • Informs the supervised teams of the security rules defined by the Country Program**.**
  • Prepare travel plans for program team members

seven. Child protection policy

  • Commits to abide by the Child Protection Policy and Code of Conduct.
  • Report any cases of child abuse identified by the child protection team to the country representative. Strict confidentiality must be respected.

8. Others

  • Assumes any other duties that may be determined by the Country Representative and that are compatible with the position.

Skills:

Knowledge:

  • Professional university degree in social sciences, social work or relevant field Mandatory. Favorite master.
  • A minimum of 5 years’ experience in the progressive management of international projects and teams with NGOs or international organizations is mandatory.
  • Project management experience is mandatory; a relevant degree in PM is preferred.
  • Experience in multi-sectoral programming of basic needs, including in Tdh’s intervention sectors is an advantage, child protection, WASH/Shelter, Health.
  • Experience working in accordance with contractual requirements of institutional funders is mandatory

Skills:

  • Required qualities: organized, sense of human relations, diplomacy, sense of communication, ability to work under pressure, autonomy, reliability, team spirit.
  • Desirable: proactive, rigorous, analytical, willingness and motivation to work in an international and intercultural context.

Languages ​​:

  • Excellent written and spoken Arabic and English.
